They're "mannequins" according to their internal storyline. FEMM stands for "Far East Mentions Mannequins". It's something like these two mannequin girls are trying to liberate other mannequins; so, you wouldn't get to use them. They'd probably try to use you. Here's an intro video to the whole FEMM thing:

They're actually referencing the Direct-to-DVD film Vice, which was apparently did little more than its trailers and didn't even feature robots. I don't know if we have it in the FTP or not.

Yes, it counts. I liked it. They did a couple commercials with the Sashiko Robot, drinking One Cup sake.
