Hey, I know, we've got this neat new gizmo called an android. Why don't we give it a gun and put it in a position of authority? What could go worng?
Why don't you try them out as convenience store clerks, or bank tellers, or lingerie models? It's gotta be a cop?

HBO will make a show about robots one day and lots of people will watch. Until then, it won't work, because depicting androids without sex is like depicting vampires without superpowers; the drinking blood thing may intrigue people, but it's the mind control-super speed-flying-type stuff that actually excites them enough to keep watching.
So too, viewers will have to be convinced that these machines can be outlets for their most debased fantasies, and then the premise will be accepted and they'll come back next week. It isn't pretty, but it's the truth.

To extend the name-hypothesis: Valerie means brave (as in valiant). Brave steel. In Televisionland, cops are brave heroes. In fact, if it were an after-school special, a buddy cop drama involving a robot officer would probably be called "Brave Steel."
