I guess I'm going to have to be the one to confirm this.
It's legit, but was only part of a music video for the song "Gimme a Gimmick." I faithfully watched Jem as a child, and I never saw any other instance of this kind of thing. I don't think it's meant to be "canon,' so to speak.

Well, in the Batman: Brave and the Bold version, he can create hard water constructs.
